Agricultural Permits, Water Use & Land Acquisition

Agricultural Land Acquisition — Foreign Nationals
Application for ministerial consent to purchase agricultural land (mandatory for all non-Namibian buyers)
Business plan for the proposed farming enterprise with projected employment and production
Proof of agricultural experience or commitment letter from a qualified Namibian farm manager
Financial statements demonstrating capacity to develop and maintain the farming operation
BIPA company registration (if purchasing through a Namibian legal entity)
Deed of Sale or Option Agreement for the specific farm property
Affidavit confirming no disqualifying factors under the Agricultural Land Reform Act
Water Use Licence Application
Completed Water Use Licence Application Form — from MAWLR (mawlr.gov.na)
Site plan showing location, extent and method of intended water abstraction
Motivation letter describing purpose, estimated volumes, source (borehole, river, dam) and end use
Hydrogeological assessment or hydrological study (for significant abstractions)
Environmental Clearance Certificate for large-scale water abstractions or new irrigation schemes
Land ownership certificate (title deed) or registered lease agreement
Phytosanitary & Veterinary Permits
Application to MAWLR Directorate of Plant Health for phytosanitary import/export certificate
Inspection by MAWLR-accredited inspector at point of departure or arrival
Species list and country of origin declaration
For animals: veterinary health certificate from origin country veterinary authority
Import permit from MAWLR Directorate of Veterinary Services (for live animals and animal products)
CITES documentation for protected plant and animal species (issued by MET)
