Building Plan Submission Requirements
Three full sets of architectural drawings: site plan, floor plans, elevations, cross-sections, dimensions
Structural engineer's drawings and calculations (mandatory for buildings exceeding 2 storeys)
Registered architect's professional stamp and signature on all drawings
Title deed or proof of ownership / registered lease agreement for the land
Town planning permission or rezoning approval (if applicable to the intended use)
Environmental Clearance Certificate (ECC) for listed construction activities
Services application letters: water, sewer connection, electricity from utilities
Building plan approval fee — calculated based on building value (confirm with local authority)
Geotechnical investigation report for foundations (for large structures)
National Construction Council (NCC) Contractor Registration
Completed NCC Registration Application Form — from ncc.com.na
BIPA company registration certificate and NamRA tax clearance
Audited financial statements for the past 2 financial years
List and valuation of plant, equipment and tools owned by the company
Signed CVs and qualifications of all technical and professional staff
List of previously completed contracts with client references and contact details
NCC registration fee payment (grading-dependent — confirm at ncc.com.na)
Professional indemnity and contractor all-risk insurance certificates
