Electricity Control Board (ECB) Licence Applications

Legal Requirement — Electricity Act No. 2 of 2007, Section 4: No person may generate, transmit, distribute, import or export electricity in Namibia without a licence issued by the ECB. This includes solar, wind, hydro, diesel generators above the prescribed threshold and all distribution network operators.
Generation / IPP Licence Requirements
Completed ECB Licence Application Form — from ecb.org.na
Technical project description: technology type, installed capacity (kW/MW), site location, grid connection point
Resource assessment report: wind measurement study (minimum 12 months) or solar irradiance assessment
Power Purchase Agreement (PPA) or documented off-take arrangement
Grid connection feasibility study completed with NamPower or regional distributor
Environmental Clearance Certificate (ECC) from the Environmental Commissioner (mandatory)
Detailed financial model and proof of funding / investment capacity (audited financials)
BIPA company registration and NamRA tax clearance certificate
Land ownership certificate or long-term lease agreement for project site (minimum 25 years)
Namibian equity / local ownership participation structure documentation
Technical competency evidence: CVs of licensed electrical engineers
Insurance and performance bond commitment letters
Distribution Licence Requirements
Defined service area with population and customer base description
Distribution network technical design and grid plan
Proposed tariff schedule with cost justification
Management team qualifications and experience in electricity distribution
Financial capacity to build, operate and maintain the distribution network
