Petroleum Exploration & Production Licence

NAMCOR Participation: Under Namibia's petroleum legislation, NAMCOR (the National Petroleum Corporation of Namibia) holds a default participating interest (typically 10% carried through exploration) in all Petroleum Agreements. Any petroleum exploration or production requires a signed Petroleum Agreement with the Petroleum Commissioner and NAMCOR.
Petroleum Exploration Licence Requirements
Application submitted to the Petroleum Commissioner, Ministry of Mines & Energy, Windhoek
Technical competency: CVs of qualified exploration geologists, geophysicists and petroleum engineers
Proposed Minimum Work Programme with detailed exploration activities and phased budget
Financial assurance: audited financial statements and bank guarantee proving capacity to fund work programme
Environmental Management Plan (EMP) covering all exploration activities including seismic surveys
HSE (Health, Safety, Environment) management system documentation
NAMCOR participating interest agreement or heads of agreement
Existing geological, seismic or geophysical data interpretation reports (if available)
BIPA company registration and full beneficial ownership disclosure
Application processing fee payment to MME
