Fishing Quota, Vessel Licence & Aquaculture

Important: Fishing quota allocations are subject to annual Total Allowable Catch (TAC) determinations by MFMR. New quota allocations are competitive — Namibian majority ownership and crew employment requirements apply. No person may fish in Namibia's EEZ without a valid quota allocation and vessel licence.
Fishing Quota Application Requirements
Completed MFMR Fishing Quota Application Form — available from MFMR Swakopmund or Windhoek
BIPA company registration with shareholding structure (Namibian citizens must hold majority interest)
Detailed motivation for quota allocation: target species, fishing method, proposed fishing area
Proof of fishing vessel ownership or valid charter agreement with registered vessel
Vessel registration certificate and current seaworthiness certificate
VMS (Vessel Monitoring System) installation certificate — mandatory for all commercial vessels
Crew list with qualifications: Master's Certificate, Engineer's Certificate, STCW compliance
Namibian crew employment ratio commitment (minimum ratio per regulations)
NamRA tax clearance certificate and SSC good-standing certificate
Business plan including employment projections, Namibian beneficiation details
Previous catch reporting history (for renewals) or commitment to MFMR observer programme
Processing capacity details or factory vessel specification
Aquaculture Establishment Licence Requirements
Completed Aquaculture Establishment Licence Application — from MFMR Aquaculture Division
Proposed site coordinates, area description and site assessment report
Environmental Clearance Certificate (ECC) from the Environmental Commissioner
Species list to be cultured with biological profile and stocking density
Water quality analysis report from accredited laboratory
Business plan with 5-year financial projections and employment plan
Qualifications and CV of responsible aquaculture manager
Biosecurity and disease management plan
