What it is: A dedicated permit, introduced on 1 September 2026, for investors and business persons establishing, operating or expanding a business in Namibia. It replaces the old route of applying for a general employment permit as a business owner. NIPDB confirms investor status and conducts an economic evaluation and impact assessment; the Immigration Selection Board then decides. Incomplete applications cause delays or rejection. Applications submitted by an agent must be accompanied by a Power of Attorney — IBDFN submits on your behalf under POA.
How it works — 7 steps
1. Prepare Annexure "NA" (Application for an Employment Permit to Conduct a Business) and visa form 3-1/0033, in BLOCK letters; every item completed — a dash is not accepted
2. Submit through NIPDB (investorpermit@nipdb.com or in person, Windhoek)
3. NIPDB confirms whether you meet the investor criteria
4. Business and economic evaluation, and assessment of anticipated economic impact
5. NIPDB forwards the application to MHAISS for the Immigration Selection Board
6. On approval, pay the N$2,600 fee (same as a General Employment Permit)
7. Permit issued — up to 5 years, with work authorisation for the approved investment activity

Completed Annexure "NA" application and visa form 3-1/0033
Completed visa form 3-1/0033 for each member of the core team accompanying the investor
Signed by the applicant, or by the authorised agent with a Power of Attorney
Detailed motivational letter addressed to the Chairperson of the Immigration Selection Board
Medical certificate from a doctor in the country of residence if applying from outside Namibia (Annexure NA, item 23)
Legal status
Original Police Clearance (Certificate of Conduct) from country of origin or last country of residence
Certified copy of passport for applicant and accompanying spouse/dependants — bio-data page and last Namibian endorsement stamp
Compliance details
Certified copy of entity registration — BIPA (or registration in the country where the entity is registered)
Certified copy of NamRA Tax Registration Certificate of the entity and the applicant (if not yet operational in Namibia)
Original NamRA Tax Clearance Certificate of the entity and the applicant (if already operational in Namibia)
Audited Annual Financial Statements
Latest original Social Security Commission Good Standing Certificate and employee list
Proof of Affirmative Action Compliance Certificate from the Employment Equity Commission
Proof of share capital or members' interest in the entity and list of directors/members
Investor Registration and Pre-Business Evaluation Confirmation from NIPDB
Entity, investor and shareholder details
Organogram and entity profile (reservation of key positions for expatriates to be specified)
Detailed CV of the applicant/investor and of the accompanying core team
Shareholding and management structure — share certificates, members' interest, list of directors/members
Proof of funds / bank guarantee letter
Proof of property from which the business is conducted — lease agreement or deed of sale (if operations have commenced or are intended to commence)
Proof of ongoing projects, contracts or tenders in Namibia
Proof of share transaction
Dependants' particulars
Certified copy of marriage certificate and travel document of the accompanying spouse
Certified copy of full birth certificate for accompanying minors under 18
Sworn declaration from a non-accompanying parent consenting to minors accompanying the applicant
Motivation for any dependant over 18 accompanying the applicant, with full birth certificate
Each accompanying spouse/dependant completes a separate application form
General rules
All documents in English, or translated and endorsed by a sworn translator
All documents certified; certification not older than 6 months
Applicants without legal status must remain outside Namibia until the permit is issued
Any omission must be accompanied by a support letter stating valid reasons
IBDFN Investor Permit package: NIPDB investor registration and pre-business evaluation; company registration with BIPA; NamRA, SSC and Employment Equity compliance certificates; business plan, organogram and entity profile; motivational letter to the Immigration Selection Board; Power of Attorney and full submission through NIPDB; liaison until the permit is issued.
