Mining Licence Requirements
Valid Exclusive Prospecting Licence (EPL) covering the target area (as prerequisite)
Feasibility study demonstrating economic viability of the mining operation
Mine development plan including design, mining method, processing and infrastructure
Environmental Clearance Certificate (ECC) from the Environmental Commissioner — mandatory
Approved Environmental Management Plan (EMP) from the Ministry of Environment
Financial assurance / rehabilitation bond — amount determined by MME based on operation scale
Mine layout plan (surface and underground as applicable)
Estimated mineral resource and reserve report prepared by competent person
Labour plan: Namibian employee targets, skills development and training programme
Health and Safety Management Plan compliant with Mines & Works Act No. 20 of 1968
Community development / social impact management plan
BIPA registration, tax clearance (NamRA) and SSC good-standing certificate
