Legislative Mandate

The EIA is a Legal
Requirement — Not Optional

Section 27 of the Environmental Management Act No. 7 of 2007 prohibits any person from undertaking a listed activity without first obtaining an Environmental Clearance Certificate (ECC) from the Environmental Commissioner. Listed activities include mining, construction, agriculture, energy development, tourism facilities and more. Proceeding without an ECC is a criminal offence.

EIA Regulations GN 30/2012 — Regulation 7
Mandatory Scoping & Review
All EIA processes must include a scoping phase identifying key environmental issues, followed by a full EIA report submitted to the Environmental Commissioner. Public participation is mandatory. IBDFN manages the complete EIA process from scoping to ECC issuance.
Environmental Management Act — Section 35
Environmental Management Plans
All projects with significant environmental impacts must submit and implement an Environmental Management Plan (EMP). IBDFN prepares comprehensive EMPs that satisfy the Environmental Commissioner and enable smooth project approval.
